Governor averts trial in “adequacy” challenge, agrees to propose tens of millions in more spending

The plaintiffs originally alleged that students in Delaware, particularly disadvantaged students defined as low income, English learners and students with disabilities, were not receiving an adequate education in that state under its constitution. Testani was the lead attorney in the case, defending the state.
