Elements of Florida’s Race to the Top application have angered the state’s teacher union, which is urging local affiliates not to endorse the plan. The Sunshine state’s application calls on local school districts to work with local teachers unions to adopt merit pay plans based on how a teacher’s students perform on state tests. An article by Richard Colvin that appeared in the Spring 2009 issue of Ed Next looked at tensions between the Obama administration and teachers unions over school reform issues like teacher pay and accountability for performance.
