A new study finds that many students placed in special classes for English language learners in the early grades were still assigned to ELL classes in high school. An article by Christine Rossell in the Fall 2003 issue of Ed Next looked at the implementation of a California law meant to end the practice of placing English language learners in ELL classes for more than one year.
