In his new budget request, President Obama would trim $6 million from NAEP and spend the same amount on a pilot that would allow states to benchmark their performance against that of students from other countries on the PISA exam. In the Fall 2009 issue of Ed Next, Mark Schneider argued that state-level participation in PISA is a bad idea.
